تجتمع اللجنة العليا بدعوة من رئيسها ، ويجب أن تنعقد مرة واحدة كل خمسة عشر يوماً على الأقل وتكون اجتماعاتها نظَامية عند حضور أكثر من نصف أعضائها من بينهم الرئيس.
