Article 144 explained in plain English
This article sets a framework for the work of the officers' subcommittees: they carry out their work in accordance with the competences set out in Article 142.
Article 142 sets these competences as considering and recommending on matters concerning officers of the rank of captain and below, within the following matters:
- The start of appointing officers in the armed forces.
- Dispensing with service and returning to it.
- Awarding decorations.
- Selecting members of military missions from among the candidates.
- Requests for secondment and study leave, and ending them.
- Determining seniority and granting or restoring it.
- Promotion.
- Requests for referral to reserve status, retirement or resignation.
- Transferring officers from one branch to another.
- Cases the Chief of the General Staff refers to it.
This means that a subcommittee does not, of its own accord, consider matters outside these limits.
This article is connected to Article 143, which regulates the subcommittees' meetings on their chairman's call and with a quorum of more than half of the members including the chairman, and to Article 145, which provides that each committee's recommendations are submitted after approval by the competent force commander.
