Article 142 explained in plain English
This article sets out the scope of work of the officers' subcommittees. They consider and recommend on matters concerning officers of the rank of captain and below, within the following matters:
- The start of appointing officers in the armed forces.
- Dispensing with service and returning to it.
- Awarding decorations.
- Selecting members of military missions from among the candidates.
- Requests for secondment and study leave, and ending them.
- Determining seniority and granting or restoring it under the provisions of the Law.
- Promotion.
- Requests for referral to reserve status, retirement or resignation.
- Transferring officers from one branch to another.
- Cases the Chief of the General Staff refers to it.
Two points should be noted: the competence is defined by rank, so it covers those of the rank of captain and below, and the text says "within the following matters", so the list defines the scope of what the committees consider.
The committees that exercise these competences have their chairmen and members appointed by a decision of the Minister on the recommendation of the Chief of the General Staff, under Article 141. They meet when called by their chairman, and their meetings are valid when more than half of the members attend, including the chairman, under Article 143.
