Article 145 explained in plain English
This article sets out a step in the path of the officers' subcommittees' recommendations: they are submitted after being approved by the competent force commander.
That is, a recommendation does not move on to the next stage directly after the committee issues it, but first passes to the competent force commander.
Linking this article to those around it shows part of the recommendation's path:
- The subcommittee issues its recommendations within its competences set out in Article 142, as Article 144 provides.
- The competent force commander approves them and they are then submitted (this article).
- They are not effective until approved by the Chief of the General Staff or the Minister in accordance with the provisions of the Law (Article 146).
The current text is as amended by Royal Decree M/25 dated 9/11/1406 AH.
The article does not expressly state the body to which the recommendation is submitted, nor what happens if the force commander does not approve the recommendation, so this should not be assumed from its text.
