Article 19 explained in plain English
Article 18 laid down the rule that ownership of the unit or land does not transfer until the installments are paid in full (and, for land, after building). This article comes as an exception to that rule, allowing the Ministry of Housing to create two kinds of programs:
- Programs to provide housing support in coordination with public, private or non-profit sector bodies, and what this may require by way of transferring ownership of residential land to those bodies so that they build on it homes allocated to those entitled to housing support.
- Programs to speed up installment payment in coordination with the private sector, and transferring ownership of the unit or land early to the beneficiary, in order to provide financing for payment or building.
The practical idea of the second program is that the beneficiary may need ownership of the land or unit in order to obtain financing from a private body, so this exception allows ownership to be transferred to him before payment is complete, within the program.
The Implementing Regulations set the procedures of these programs and how they work, and the article does not contain the conditions for benefiting from them. The article was issued in its current wording by an amendment under Council of Ministers Resolution No. (74) dated 30/1/1438 AH.
