Article 15 explained in plain English
This article states the basis on which the total of the financial installments the housing support beneficiary owes is calculated, which has two factors:
- Location: the place of the housing unit or the land.
- Area: the size of the unit or the land.
The installments of all beneficiaries are therefore not necessarily equal, but differ according to the location and area of the support they received. Even so, the Regulation did not set any figures or a formula for the calculation, but provided that the Implementing Regulations set the provisions on this.
This wording was introduced by an amendment under Council of Ministers Resolution No. (74) dated 30/1/1438 AH, and the text shown is the text in force.
This article complements Article 14, which regulates the method of collecting the installment and respecting the deduction percentages: Article 15 sets «how much» the beneficiary pays in total, and Article 14 sets «how» it is collected. Article 16 is linked to both, under which the Ministry takes the statutory steps to collect overdue installments as a debt due to the State if the beneficiary does not pay six monthly installments or the annual installment within six months of its falling due.
Practical example
Two beneficiaries obtained two housing units, one of them larger in area and in a different location. The total installments of each may differ because the article makes location and area the basis for fixing them, as the Implementing Regulations detail.
