Establishing universities and their branches by Council of Ministers decision on the Universities Affairs Council's recommendation; a university's components of colleges, deanships, departments, institutes, centers and university hospitals; and establishing branches of universities outside the Kingdom.

The article provides that universities and their branches are established by decision of the Council of Ministers on the recommendation of the Council of University Affairs, and sets the university's components: colleges, deanships, departments, institutes, centers and hospitals.
1- يكون إنشاء الجامعات وفروعها بقرار من مجلس الوزراء بناء على توصية مجلس شؤون الجامعات. 2- تتكون الجامعة من: كليات، وعمادات، وأقسام علمية، ومعاهد، ومراكز، ووحدات تعليمية دون المستوى الجامعي، ومستشفيات جامعية.
- Article 51
Branches of universities may be established outside the Kingdom by decision of the Council of Ministers, on the proposal of the Board of Trustees and with the endorsement of the Universities Affairs Council.
يجوز بقرار من مجلس الوزراء؛ بناءً على اقتراح مجلس الأمناء وتأييد مجلس شؤون الجامعات؛ الموافقة على إنشاء فروع للجامعات خارج المملكة.
