Building shelters in gardens, squares and crowded places to the Council's specifications; requiring administrative bodies to build shelters in their buildings; respecting the sanctity of buildings and limiting damage when carrying out the measures.

- Article 21
Article 21 provides for building the necessary public shelters in parks, public squares, plazas and suitable crowded places, according to rules, conditions and specifications set by the Civil Defense Council.
تنشأ المخابئ اللازمة في الحدائق والساحات العامة والميادين وغير ذلك من الأماكن المزدحمة والمناسبة لإنشاء المخابئ العامة وذلك وفقا للقواعد والشروط والمواصفات التي يضعها مجلس الدفاع المدني .
- Article 22
Article 22 requires all administrative bodies to build the necessary shelters within the buildings belonging to them, as the Civil Defense Council decides.
على جميع الأجهزة الإدارية إنشاء المخابئ اللازمة ضمن المباني العائدة لها وفقا لما يقرره مجلس الدفاع المدني .
- Article 26
Article 26 requires that when civil defense measures and operations are carried out, the sanctity of buildings and facilities be affected as little as possible and damage be limited to the narrowest bounds.
يجب عند تنفيذ تدابير وعمليات الدفاع المدني عدم التأثير على حرمة المباني والمنشآت ما أمكن ذلك وحصر الضرر في أضيق الحدود.
