The ban on making, possessing, importing, selling or using explosives and fireworks without a permit from the Ministry of Interior, the procedures for issuing and renewing permits, and the ban on using them for another purpose or assigning them without a permit.

- Article 3
The article refers to the Regulations the specification of the names and categories of explosive materials, their accessories, supplements and fireworks, and the procedures for issuing, renewing and replacing permits when damaged or lost.
تحدد اللائحة أسماء وأصناف المواد المتفجرة، وتوابعها، والمكملات اللازمة لها، و المفرقعات ، وإجراءات إصدار التصاريح، أو تجديدها، أو استبدالها عند التلف أو الفقدان.
- Article 4
The article prohibits all forms of dealing in explosives and fireworks, from manufacture, possession and sale to transport, storage, destruction and training, except with a permit from the Ministry of Interior.
يحظر صنع المتفجرات و المفرقعات ، أو حيازتها، أو تصديرها، أو استيرادها، أو بيعها، أو استعمالها، أو تداولها، أو نقلها، أو تخزينها، أو إتلافها، أو التدريب عليها، إلا بتصريح من الوزارة وفقا لأحكام هذا النظام ولائحته.
- Article 5
The article prohibits using explosives for any purpose other than the one the permit was issued for, and prohibits assigning or disposing of them except with a permit from the Ministry of Interior.
أ - لا يجوز استعمال المتفجرات لغير الغرض الذي صدر التصريح من أجله. ب - لا يجوز التنازل عن المتفجرات ، أو التصرف بها، إلا بتصريح من الوزارة .

The article refers to the Regulations the conditions, procedures, technical and security specifications and safety requirements for transporting, using, storing and guarding explosives, professional permits and fireworks displays.
تحدد اللائحة الشروط والإجراءات، والمواصفات الفنية والأمنية، ومتطلبات السلامة، الواجب توافرها في الآتي: أ - نقل المتفجرات ، والوسائط التي تنقلها. ب - استعمال المتفجرات ، أو إتلافها. ج - التنازل عن المتفجرات ، أو التصرف فيها. د - تخزين المتفجرات ، والصرف منها، وتصديرها، أو استيرادها. هـ - مستودعات تخزين المتفجرات . و -…
