A first-instance committee formed by Council of Ministers decision decides insurance contract disputes between companies and their customers and beneficiaries, subrogation cases, and disputes between insurers and reinsurers, and hears grievances against Central Bank penalties within thirty days and license cancellations. An appeals committee's decisions are final; terms are three years.
