Establishing a Civil Association in the Saudi Civil Society Associations Law

An application is submitted by at least ten Saudis with the articles of association and the founders' qualifications. Covers grounds for refusal, a reply within sixty days (silence counts as approval), legal personality, and required contents of the articles (name, purpose, membership, a board for no more than four years, dissolution and liquidation). Also branches and the association's bodies.

An application to create an association is submitted by at least 10 Saudis with its basic regulation; the Ministry must reply within 60 days or approval is deemed given, and the association gains legal personality after approval.

An association may create branches inside the Kingdom after the Ministry's approval, and its basic regulation sets how the branches are formed, their powers and other provisions.
