Article 11 explained in plain English
This Article sets the organizational structure of every civil society association, made up of four bodies:
- The general assembly: the body that brings together the association's members, and it is the highest authority in it.
- The board of directors: the body that manages the association's affairs.
- Standing committees: formed by the general assembly or the board of directors, and the decision forming them sets their powers. A committee's powers are not presumed but must be specified in the decision creating it.
- The executive body: which carries out the day-to-day work.
The practical meaning is that the association is not run individually but through several bodies each with its own role, which achieves balance and internal oversight. The text here only names the bodies; the powers of each are regulated by other Articles of the Law and by the basic regulation.
It is preceded by Article 10 on association branches, and followed by Article 12, which sets the association's resources. Anyone founding an association must make sure its basic regulation organizes these four bodies and sets out their tasks.
