استقلال ديوان المظالم وتشكيله — نظام ديوان المظالم
The Board of Grievances is an independent administrative court body attached to the King and based in Riyadh. Its judges have the guarantees of the Judiciary Law. It has a president with ministerial rank, deputies appointed by royal order and enough judges; the president supervises it administratively and financially. The Law replaces the 1402 AH law and refers procedure to its own procedure law.

- Article 1
The article establishes the Board of Grievances as an independent administrative judicial body linked directly to the King and based in Riyadh, whose judges have the guarantees and duties of the Judiciary Law.
ديوان المظالم هيئة قضاء إداري مستقلة، يرتبط مباشرة بالملك، ويكون مقره مدينة الرياض. ويتمتع قضاء الديوان وقضاته بالضمانات المنصوص عليها في نظام القضاء، ويلتزمون بالواجبات المنصوص عليها فيه.
- Article 2
The article states that the Board of Grievances consists of a president with the rank of minister, one or more vice presidents and a sufficient number of judges, with researchers, technicians and administrators attached.
يتألف ديوان المظالم من رئيس بمرتبة وزير، ونائب رئيس أو أكثر، وعدد كاف من القضاة، ويلحق به العدد اللازم من الباحثين والفنيين والإداريين ونحوهم.
- Article 3
The article provides that the vice presidents of the Board of Grievances are appointed by royal order from among those who meet the conditions for the grade of president of an appeal court.
يتم تعيين نواب رئيس الديوان بأمر ملكي ممن تتوفر فيهم شروط شغل درجة رئيس محكمة استئناف.
- Article 18
The article gives the president of the Board of Grievances administrative and financial supervision of the Board and the powers of the Minister over its staff, and makes him the Board's point of reference to ministries and other bodies.
مع عدم الإخلال بالأحكام المنصوص عليها في هذا النظام، يتولى رئيس الديوان الإشراف الإداري والمالي على الديوان، وله صلاحيات الوزير المنصوص عليها في نظام القضاء والأنظمة والقرارات المنفذة لها، وذلك بالنسبة إلى موظفي الديوان ومستخدميه، وهو المرجع فيما يصدر من الديوان في هذا الشأن إلى مختلف الوزارات والجهات الأخرى.
- Article 19
The article provides that the vice presidents of the Board of Grievances carry out the work the president assigns them, and the most senior vice president replaces him when he is absent or the post is vacant, without prejudice to Article 6.
يتولى نواب الرئيس الأعمال التي يكلفهم بها الرئيس، ويحل محله في حال غيابه أو خلو منصبه أقدم نوابه، وذلك دون إخلال بما ورد في المادة (السادسة) من هذا النظام.
- Article 25
The article refers the rules of pleading and procedure before the Board of Grievances to the Law of Procedure before the Board of Grievances.
يبين نظام المرافعات أمام ديوان المظالم قواعد المرافعات والإجراءات أمامه.
- Article 26
The article provides that the current Board of Grievances Law replaces the Board of Grievances Law issued by Royal Decree No. M/51 dated 17/7/1402 AH.
يحل هذا النظام محل نظام ديوان المظالم ، الصادر بالمرسوم الملكي رقم (م/51) وتاريخ 17 / 7 / 1402 هـ
