Article 8 of the Saudi Bar Association Statute

This article sets out the powers of the general assembly, which in the text in force are:

1. Approving the regulations needed for this Statute.
2. Approving the Association's administrative and financial regulations.
3. Proposing a regulation for the classification of lawyers and their grades and submitting it to the Ministry of Justice to take what action it sees fit. The assembly here only proposes, and the decision belongs to the Ministry.
4. Approving the controls and criteria for accepting applications for affiliate membership.
5. Approving membership fees and any financial consideration the Association collects, and the payment mechanism.
6. Approving the Association's final accounts.
7. Approving the work plan the board of directors submits, and adopting the annual report.
8. Approving the policy for investing the Association's funds.

The article was amended by Council of Ministers Resolution No. (143) dated 18/2/1447 AH, by deleting one of its paragraphs and renumbering the rest, and deleting the opening of the paragraph on final accounts so that it became “approving the Association's final accounts”. The text in force shown here is what counts.

Note that the seventh paragraph speaks of the work plan “that the Association's board of directors submits”, so the board submits the plan and the assembly approves it. This is linked to Article 9, which sets the composition of the board of directors, chaired by the Minister of Justice with representatives of government bodies, faculty members and five of the core members. The general assembly thus approves what is submitted by a board that includes representatives of several bodies.
