Article 12 explained in plain English
This article lays out a timeline for reviewing applications for temporary work visas for Hajj and Umrah services:
- Start of applications: determined by the Ministry of Human Resources and Social Development.
- Joint review: the Ministry provides the Ministries of Interior, Foreign Affairs and Finance automatically with copies of the applications, and each ministry reviews them according to its jurisdiction and returns them with its views within a period not exceeding 20 days of receiving them.
- Decision: the Ministry completes its review of the applications in light of those views and decides on them within a period not exceeding 15 days of receiving the views.
These periods are obligations on the government bodies, and they help the establishment anticipate when the decision will be issued. The article does not state what follows if these periods are exceeded.
This stage is preceded by the endorsement of the endorsing entity in Article 11, and followed by sending the permits to the Ministry of Foreign Affairs in Article 14. Anyone facing a delay in their application may consult a lawyer specializing in recruitment and visa regulations.
