Forming the Reconciliation Committee in the Saudi Reconciliation Committees Regulation

Article 1 provides for forming a reconciliation committee in each region by decision of its Emir, with jurisdiction over cases in which the judgment is death as qisas, and attached to the Emir of the Region.

تُشكَّل في كل منطقة بقرار من أمير المنطقة لجنة لإصلاح ذات البين في القضايا المحكوم فيها بالقتل قصاصًا، ترتبط بأمير المنطقة، ويشار إليها فيما بعد بـ(اللجنة).

Article 2 sets the committee's aim, which is to seek reconciliation between the parties to the case in a way that achieves forgiveness, ends disputes and clears hearts.

تتولى اللجنة السعي في الإصلاح بين أطراف القضية، بما يحقق التسامح وإنهاء الخلافات وتصفية النفوس.

Article 3 sets the committee's composition: the Undersecretary of the Emirate as chair, the Assistant Undersecretary for Rights as deputy, the committee secretary, and at least four people of experience and honesty serving four years.

يكون تشكيل اللجنة برئاسة وكيل إمارة المنطقة، وعضوية كل من: 1- وكيل الإمارة المساعد لشؤون الحقوق نائبًا 2- أمين اللجنة 3- أربعة على الأقل من ذوي الخبرة والأمانة، وتكون عضويتهم لمدة (أربع) سنوات قابلة للتجديد مرة واحدة.

Article 6 governs appointing the committee secretary from the Emirate's staff by decision of the Emir of the Region, sets his conditions, and gives his duties, including supervising the bank accounts for reconciliation sums.

1- يكون للجنة أمين من منسوبي إمارة المنطقة، يعين بقرار من أمير المنطقة، ويشترط فيه الآتي: أ- أن يكون حاصلًا على درجة البكالوريوس على الأقل. ب- أن يكون من ذوي الخبرة والكفاية. ج- أن يكون مشهودًا له بالصلاح والاستقامة. 2- يتولى أمين اللجنة الاختصاصات الآتية: أ- وضع آليات العمل، بما يتفق مع مهمات اللجنة وواجباتها. ب-…
