Starting reconciliation work after the Ministry of Interior authorizes implementation; requiring the Supreme Court's affirmation of the judgment and the Emir of the region's direction; excluding murder linked to kidnapping, theft, adultery, sodomy, mutilation of the victim or premeditation; opening the case file and its contents; and assigning members to seek reconciliation.
