Article 1 explained in plain English
This article establishes the body around which the whole Regulation turns: the reconciliation committee. It has four elements:
- Geographic scope: a committee is formed in each region of the Kingdom.
- How it is formed: by decision of the Emir of the Region.
- Jurisdiction: cases in which the judgment is death as qisas, meaning those in which a qisas judgment has been issued, not every dispute or disagreement.
- Attachment: the committee is attached to the Emir of the Region.
The article refers to this body as "the Committee" in the rest of the Regulation, so wherever the word "Committee" appears it means the reconciliation committee in the region. Because it is attached to the Emir of the Region, many of its decisions need his direction or approval, as later articles show. Its aim is set out in Article 2: to seek reconciliation between the parties to the case in a way that achieves forgiveness, ends disputes and clears hearts.
Anyone with a relative sentenced to qisas who wants to know whether reconciliation can be pursued should know that the body concerned is the region's committee, attached to its Emir; he may also consult a lawyer specializing in criminal cases.
