Article 8 explained in plain English
This is the article that gathers the passenger's rights, and it establishes ten rights for every passenger:
- Service of high quality, safely and at its scheduled times.
- Privacy to the extent customary in public places.
- Multiple options for purchasing the service with ease and convenience.
- Bringing personal baggage or belongings that do not pose a safety risk.
- Bringing strollers and light mobility equipment that do not pose a safety risk.
- Bringing pets that do not pose a danger and do not affect the service.
- Clear and simple information about the passenger's rights and obligations when requesting the service.
- Compensation for lost, damaged or delayed baggage, and for delay in providing the service, its cancellation after purchase, or its poor provision, in accordance with the Regulation and the Authority's policies.
- Medical assistance in case of injury on board the means of transport or in the transport facilities, or when it is needed.
- Knowing the complaint mechanisms and the bodies concerned with them.
Rights 4, 5 and 6 are limited by being in accordance with the carrier's conditions and what the Authority specifies. Bringing a pet, for example, is not an absolute right; it is conditional on the pet not posing a danger or affecting the service, and on the conditions of the carrier and the Authority.
As for compensation, the article does not specify its amount; it refers to the Regulation and the Authority's policies.
Article 7 refers to these rights as rights enjoyed by persons with disabilities and persons with limited mobility, and adds special rights to them. In return for these rights, Article 9 sets out the passenger's obligations, such as paying the fare and maintaining public decorum.
Anyone with an actual problem with a carrier would be well advised to consult a lawyer specializing in civil cases and compensation.
Practical example
Fahd bought a bus ticket from Riyadh to Hail, and the trip was then canceled after the purchase. Under this article, he has the right to compensation for the cancellation of the service after buying it, in accordance with the Regulation and the policies the Authority sets, and he has the right to know the complaint mechanisms if he is not compensated.
