Article 9 explained in plain English
In return for the rights, this article sets out the passenger's obligations in eleven items:
- Paying the fare, and following the Regulation and the carrier's instructions and policy.
- Keeping to the route stated on the ticket and alighting at the station stated on it.
- Maintaining public decorum in accordance with the relevant legal provisions and the conditions of the Authority and the carrier.
- Showing consideration to the elderly, pregnant women, children and the sick and giving them priority.
- Not tampering with the means of transport and its facilities, or using them for a purpose other than the one they are designated for.
- Not carrying materials or baggage that violate the carrier's policy and what the Authority specifies.
- Not carrying any dangerous or prohibited materials or anything that endangers the means of transport, the facilities or the lives of others.
- Not using safety and protection equipment except when actually needed.
- Immediately handing over any lost items found to the carrier or the person responsible for the transport facilities.
- Reporting any property the passenger lost during the trip.
- Complying with the carrier's policy when carrying permitted pets.
The second item means that the ticket specifies the route and the station, so the passenger does not continue past the specified station. The eighth item prohibits, for example, using the emergency hammer or emergency brakes without need.
These obligations correspond to the rights in Article 8. Article 10 provides that the passenger must compensate the carrier or the person responsible for the transport facilities for any damage resulting from violating the provisions of the Regulation, unless the passenger proves that the damage resulted from circumstances that could not have been avoided or from force majeure.
Anyone with an actual problem with a carrier would be well advised to consult a lawyer specializing in civil cases and compensation.
Practical example
Abdulrahman found a wallet on a seat in the Riyadh metro. Under this article, he must immediately hand it over to the carrier or the person responsible for the transport facilities. If his friend, who lost a phone during the trip, wants to get it back, he must report its loss.
