Article 7 explained in plain English
This article adds special rights for persons with disabilities and persons with limited mobility, in addition to the general rights of every passenger set out in Article 8, such as receiving the service with high quality and safely, compensation for lost baggage or delayed service, and obtaining medical assistance. The special rights are:
- Exemptions and discounts: benefiting from any exemptions or discounts on ticket prices allocated to the person and the person's companion, based on the fare-setting policy issued by the Authority. The article does not specify the percentage of the discount; it refers to the Authority's policy.
- Accessible information: obtaining trip information and conditions of carriage by easy means and methods suited to the person's condition.
- Knowledge of their rights set out in the Regulation and the carrier's policies.
- The necessary assistance in boarding and alighting from the means of transport and moving around the transport facilities.
- Reserving a seat for the person and an adjacent seat for the companion, where available.
- Bringing a service animal on board the means of transport and into the transport facilities, in accordance with the Authority's policy. By the text, this right is specific to persons with disabilities. Under Article 1, a service animal is a pet specially trained to serve persons with disabilities, such as guiding persons with visual impairments.
These rights complement Article 6, which establishes the right of these groups to the service and permits refusing it in only two cases.
Anyone with an actual problem with a carrier would be well advised to consult a lawyer specializing in civil cases and compensation.
