Article 20 explained in plain English
This article sets the penalties that may be imposed on a prisoner or detainee who violates order inside the prison or detention facility:
- Solitary confinement for a period not exceeding fifteen days.
- Deprivation of all or some of the privileges of visits, correspondence and other privileges specified by the Implementing Regulations.
In case of repetition or dangerousness: if he repeats violations or departs from order in a way that indicates his dangerousness, the matter is referred to the administrative governor to take what he deems appropriate under the regulations. In this case it is permissible to:
- double the period of solitary confinement.
- deprive him of all visit and correspondence privileges and all other privileges recognized by the regulations.
- deprive him of the benefit of conditional release provided for in Article (25), which is release that the Minister of Interior may decide for someone who has served three quarters of the sentence and whose conduct inspires confidence in his self-rehabilitation.
Penalties imposed on a prisoner are recorded in a special register, and the regulations set the rules on who has the authority to impose them.
Restraints: the prison director may order a prisoner or detainee to be restrained with handcuffs if he becomes agitated or commits aggression, and the period of restraint may not exceed 72 hours.
The article was amended by Royal Decree No. (M/75) dated 14/9/1428 AH, which deleted paragraph (3) and the phrase "in addition to flogging the prisoner or detainee", so flogging is no longer among the penalties for violating order in the current text.

Practical example
A detainee in a detention facility in Riyadh quarreled with other inmates more than once. He may be given solitary confinement for a period not exceeding 15 days or be deprived of some visit privileges. Because the violation was repeated in a way that indicates his dangerousness, the matter is referred to the administrative governor, and solitary confinement may be doubled and he may be deprived of conditional release.
