The law applies to members of the Council of Ministers and officials of ministerial rank for crimes committed in the course of their duties. The trial body has jurisdiction over related crimes and tries principal offenders and accomplices.

- Article 1
The article sets the scope of the Law: it applies to members of the Council of Ministers and employees appointed at the rank of minister who commit, in the course of their duties, a crime provided for in it.
تسري أحكام هذا النظام على أعضاء مجلس الوزراء والموظفين المعينين بمرتبة وزير، إذا ارتكبوا أثناء تأدية وظيفتهم أي الجرائم المنصوص عنها في هذا النظام.
- Article 24
The article makes the trial panel competent over all offenses related to the offense of the person it is trying and over the trial of principal perpetrators and accomplices, applying the Law's penalties to them.
تختص هيئة المحاكمة بالنظر في جميع الجرائم المرتبطة بجريمة من تقوم بمحاكمته، كما تختص بمحاكمة الفاعلين الأصليين والشركاء، وتطبق عليهم العقوبات المقررة في هذا النظام.
