The article provides that the Human Rights Commission has legal personality and full independence in carrying out its functions, has its main seat in Riyadh, and may open branches and offices in the Kingdom's regions.
تتمتع الهيئة بالشخصية الاعتبارية ويكون لها الاستقلال التام في ممارسة مهماتها المنصوص عليها في هذا التنظيم، ويكون مقرها الرئيس مدينة الرياض، ويجوز لها فتح فروع وإنشاء مكاتب في مناطق المملكة.

The article provides for publishing the Human Rights Commission's statute in the Official Gazette and for it to take effect 60 days after the date of its publication.
ينشر هذا التنظيم في الجريدة الرسمية، ويعمل به بعد ستين يوماً من تاريخ نشره.
