Museums and Their Licensing in the Saudi Antiquities Law

The Commission may accept movable antiquities offered to it as a gift or loan, and may keep or display them in the name of the person who offered them.

للهيئة قبول الآثار المنقولة التي تقدم إليها على سبيل الإهداء أو الإعارة، ولها أن تحفظها أو تعرضها باسم مقدمها.

Any person may establish a cultural, heritage, scientific or other museum as a cultural or investment project, after obtaining classification and a license from the Authority and the relevant bodies.

يجوز للشخص إنشاء متحف حضاري، أو تراثي، أو علمي، أو غير ذلك (كمشروع ثقافي، أو استثماري، أو كليهما) وذلك بعد الحصول على تصنيف وترخيص من الهيئة ومن الجهات ذات العلاقة وفقاً للأنظمة، وتبين اللوائح شروط وضوابط التصنيف والترخيص الصادرين من الهيئة.

Museums are classified into three categories (A), (B) and (C) according to the level of their displays and the variety of their activities; anything else is a private collection, and the regulations set the classification criteria.

تصنف المتاحف إلى ثلاث فئات: (أ) و(ب) و(ج) تبعاً لمستوى عروضها وتنوع نشاطاتها، وما عدا ذلك يعد (مجموعات خاصة)، وتحدد اللوائح معايير تصنيف المتاحف.

The Authority adopts a "Saudi Museum" logo granted to public and private museums, which passes with the museum if ownership transfers, and the regulations set the provisions on granting, suspending and revoking it.

تعتمد الهيئة شعاراً باسم (متحف سعودي) يمنح للمتاحف العامة والخاصة، وينتقل الشعار مع المتحف إذا انتقلت ملكيته، وتبين اللوائح الأحكام المتعلقة بمنح الشعار، وتعليقه، وإلغائه.

The article requires a museum to preserve, maintain, study and enrich its collections, display them to the widest possible public, carry out cultural and educational activities, and take part in scientific research.

يجب على المتحف القيام بالآتي: 1 - حفظ المجموعات التي يمتلكها، وصيانتها، وترميمها، ودراستها، وإثراؤها. 2 - عرض مجموعاته، وجعلها متاحة لأكبر فئة من الجمهور. 3 - تنفيذ نشاطات ثقافية وتربوية، بعد التنسيق مع الجهات المعنية. 4 - المشاركة في البحث العلمي، والإسهام في تطوير المعرفة ونشرها.

The Authority may provide financial support to private museums that hold the "Saudi Museum" logo and support them with funding sources, and these museums are entitled to benefit from the Authority's expertise and its scientific and technical support.

A fee may be set for entry to museums and to any other sites where temporary exhibitions are held, and the regulations set the controls for this.

يجوز تحديد مقابل مالي للدخول إلى المتاحف وإلى أي مواقع أخرى تقام فيها عروض مؤقتة، وتحدد اللوائح ضوابط ذلك.

The Authority may register in the antiquities register those museum exhibits that meet the specifications of national antiquities, and the museum may not sell them or take them out of the Kingdom except with the Authority's approval.

للهيئة تسجيل ما تنطبق عليه مواصفات قطع الآثار الوطنية من معروضات المتاحف في سجل الآثار، ولا يجوز للمتحف بيع هذه القطع، أو إخراجها خارج المملكة إلا بعد موافقة الهيئة.

Only museums that hold the "Saudi Museum" logo may take part in exhibitions outside the Kingdom and in joint activities with museums abroad, and only after the Authority's approval.

يجوز للمتاحف التي تحمل شعار (متحف سعودي) فقط المشاركة في معارض خارج المملكة، ونشاطات مشتركة مع متاحف خارجية، وذلك بعد موافقة الهيئة، وتبين اللوائح ضوابط ذلك.

Only museums that hold the "Saudi Museum" logo may accept financial subsidies and gifts in kind from outside the Kingdom, and only after the Authority's approval and in accordance with the governing controls.

يجوز للمتاحف التي تحمل شعار (متحف سعودي) فقط قبول الإعانات المالية والهدايا العينية من خارج المملكة، وذلك بعد موافقة الهيئة، ووفقاً للضوابط المنظمة لذلك.

The National Museum and the regional museums the Authority designates have boards of trustees, formed by the Board on the President's proposal, which propose the museum's operating programs and follow its affairs and activities.

يكون للمتحف الوطني، ومتاحف المناطق التي تحددها الهيئة، مجالس أمناء يكوّنها المجلس بناءً على اقتراح من الرئيس، ويقترح مجلس الأمناء برامج تشغيل المتحف، ويتابع جميع شؤونه، وأنشطته العلمية المختلفة، ومجالات التعاون مع المتاحف الداخلية والخارجية، وذلك وفقاً للائحة المنظمة لذلك.

Individuals, institutions and companies operating in the Kingdom may donate by buying archaeological or heritage items or collections for the benefit of museums, and may be given benefits and incentives approved by the Council of Ministers.

يجوز للأفراد والمؤسسات والشركات العاملة في المملكة؛ التبرع بشراء قطع أثرية أو تراثية، أو مجموعات لمصلحة المتاحف، ويجوز - مقابل ذلك - منح المتبرع مزايا وحوافز. وتقترح الهيئة ـ بعد التنسيق مع الجهات ذات العلاقة ـ مثل هذه الحوافز، وترفعها إلى مجلس الوزراء لاعتمادها، وتحدد اللوائح ضوابط ذلك.

Every museum must coordinate with the Authority when it moves its premises from one place to another or makes a fundamental change to its displays.

يجب على كل متحف التنسيق مع الهيئة عند نقل مقره من مكان إلى آخر، أو إجراء تعديل جوهري في عروضه.

A museum's activity may not be stopped permanently or for a long period except after the Authority's approval, the Authority may determine the fate of its exhibits, and the regulations set the controls.

لا يوقف نشاط المتحف نهائياً أو لمدة طويلة إلا بعد موافقة الهيئة، وللهيئة تحديد مصير معروضات المتحف، وتحدد اللوائح ضوابط ذلك.

No museum may carry out any restoration of an item it owns that is registered in the antiquities register except after the Authority's approval, and the regulations set the controls.

لا يجوز لأي متحف إجراء أي عملية ترميم لقطعة يملكها ومسجلة في سجل الآثار إلا بعد موافقة الهيئة، وتحدد اللوائح ضوابط ذلك.

The activity of operating museums may not be carried out except with a license from the Authority, and the regulations set the conditions for granting this license.

لا تجوز مزاولة نشاط تشغيل المتاحف إلا بترخيص من الهيئة، وتحدد اللوائح شروط منح هذا الترخيص.

The article creates the Antiquities, Museums and Urban Heritage Fund to spend on protecting antiquities, building museums and supporting the private sector, and sets its resources from revenues, compensation and donations.

The Commission may exchange duplicate movable antiquities, or those with similar specimens, with museums and scientific institutions inside and outside the Kingdom, and lend movable antiquities for display in international museums and exhibitions.

يجوز للهيئة تبادل الآثار المنقولة المكررة، أو التي لها نماذج مع المتاحف والمؤسسات العلمية الداخلية والخارجية، وكذلك إعارة الآثار المنقولة لعرضها في المتاحف والمعارض العالمية، وتحدد اللوائح الإجراءات المنظمة لذلك.

A fine of up to SAR 50,000 for nine violations, including failing to submit a statement of owned antiquities, possessing an unregistered antiquity, operating a museum without a license, and obstructing the Ministry's teams.
