Article 89 explained in plain English
This article encourages people to cooperate in protecting antiquities through financial rewards.
Who is entitled to a reward:
- Anyone who helped seize an antiquity that was found, or was circulated in violation of the Law and its regulations.
- Anyone who provided information that led to the discovery of any violation of the Law and its regulations.
- Anyone who accidentally discovered an important immovable, movable or submerged antiquity, with the reward being proportionate to the value of the antiquity.
- Anyone who guided to, or helped find, sites or archaeological pieces unknown to the Authority, with the reward proportionate to the value of the antiquity.
- Anyone who carried out work that contributes to preserving antiquities and urban heritage and not tampering with them.
Amount of the reward: as the regulations provide; the article does not set amounts. However, it requires, in the third and fourth cases, that the reward be proportionate to the value of the antiquity.
Note that the third case has two conditions: that the discovery be accidental, and that the antiquity be important. In the fourth case, the sites or pieces must be unknown to the Authority.
The wording "the Authority grants" indicates that the reward is granted to whoever falls within one of the cases, as the regulations provide. It is preceded by Article 88, which requires every seized antiquity to be handed over to the Authority immediately. Someone who finds an antiquity and reports it therefore does not necessarily lose out, and may be entitled to a reward.
Practical example
A diver practicing his hobby in the Red Sea near Yanbu saw the wreck of an old ship unknown to the authorities and reported it to the Authority without touching it. If the antiquity is important and he discovered it by accident, the Authority grants him a financial reward proportionate to the value of the antiquity, as the regulations provide.
