Importing and Selling Weapons in the Saudi Weapons and Ammunition Law
استيراد وبيع الأسلحة — نظام الأسلحة والذخائر
Importing and selling individual weapons, hunting weapons and air rifles is limited to licensed Saudis. This topic covers the ban on manufacturing weapons or bringing them in without permission, antique weapons, transit and re-export, and safety measures for transport, storage, records and a change of activity.

- Article 3
The article limits the import, sale, and purchase of personal firearms, air rifles, and hunting weapons, with their accessories and ammunition, to licensed Saudis in accordance with the Regulations.
يقصر استيراد الأسلحة النارية الفردية والبنادق الهوائية و أسلحة الصيد المعرفة في هذا النظام ولوازمها وقطع غيارها وذخائرها، وبيعها وشراؤها على السعوديين المرخص لهم، وفقا للإجراءات والشروط التي تحددها اللائحة .
- Article 4
The article prohibits anyone other than the competent government bodies from manufacturing and trading in military weapons or manufacturing personal firearms, and bars importing, selling, carrying, or bringing in weapons except with the Minister's license or permission.
يحظر على غير الجهات الحكومية المختصة ما يأتي: أ - صنع الأسلحة الحربية وذخائرها ومستلزماتها أو قطع غيارها، و استيرادها، أو حيازتها، أو تداولها، أو اقتناؤها، أو إصلاحها. ب - صنع الأسلحة النارية الفردية ومستلزماتها وقطع غيارها وذخائرها، أو إجراء أي تعديل عليها. ج - استيراد الأسلحة النارية الفردية أو أسلحة الصيد وقطع…
- Article 5
The article requires the Minister's license to import antique weapons and trade in them, allows bringing them in or carrying them along for collecting, and refers the conditions and procedures to the Regulations.
أ - لا يجوز استيراد الأسلحة الأثرية وتداولها بقصد الاتجار إلا بترخيص من الوزير . ب - يجوز جلب الأسلحة الأثرية أو اصطحابها بقصد الاقتناء. ج - تحدد اللائحة شروط وإجراءات ما ورد في الفقرتين (أ) و(ب) من هذه المادة.
- Article 13
The article allows the Minister to permit hunting weapons and personal protection weapons to transit Saudi territory, in line with international laws and customs, the laws of the destination country, and the Regulations' conditions.
يجوز للوزير السماح بعبور أسلحة الصيد وأسلحة الحماية الشخصية للأراضي السعودية، بما يتفق مع الأنظمة والأعراف الدولية المعمول بها وأنظمة الدولة المتجه إليها، وفي ضوء الإجراءات والشروط التي تحددها اللائحة .
- Article 14
The article requires those licensed to import personal firearms or hunting weapons, or to buy and sell them, to take all safety measures in transporting and storing them.
يجب على المرخص له باستيراد الأسلحة النارية الفردية أو أسلحة الصيد ومستلزماتها وقطع غيارها وذخائرها، وكذلك المرخص له بشرائها وبيعها - اتخاذ جميع وسائل السلامة لنقلها وتخزينها وفق الشروط المنظمة لذلك.
- Article 15
The article requires those licensed to import weapons of all types, or to buy and sell them, to keep special records of them according to the forms and procedures set by the Regulations.
يجب على المرخص له باستيراد الأسلحة بجميع أنواعها ومستلزماتها وذخائرها وقطع غيارها، وكذلك المرخص له بشرائها وبيعها، أن ينظم لها سجلات خاصة وفقا للنماذج والإجراءات التي تحددها اللائحة .
- Article 20
The article refers to the Regulations the procedures and conditions for changing the activity or assigning it to someone else, for those licensed to import personal firearms and their ammunition or to sell or buy them.
تحدد اللائحة الإجراءات والشروط الواجب اتباعها إذا رغب المرخص له باستيراد الأسلحة النارية الفردية وذخائرها، أو رغب المرخص له ببيعها أو شرائها، في تغيير النشاط أو التنازل عنه لغيره.
- Article 58
The Minister may permit weapons or ammunition that arrived through customs ports without prior permission to be re-exported within six months if they were declared before seizure; otherwise they are confiscated by court judgment.
يجوز للوزير الإذن بإعادة تصدير الأسلحة أو الذخائر القادمة إلى المملكة عبر المنافذ الجمركية دون إذن سابق، إذا تم التقرير عنها قبل ضبطها، وذلك خلال مدة لا تتجاوز ستة أشهر وتصادر بحكم قضائي إذا لم يعد تصديرها.
- Article 9
The article allows the Minister to license the import, sale, purchase, carrying, acquisition, and repair of personal firearms, hunting weapons, training weapons, and air rifles, with their accessories, in accordance with the Regulations' conditions.
للوزير أن يرخص باستيراد الأسلحة النارية الفردية و أسلحة الصيد و أسلحة التمرين والبنادق الهوائية وقطع غيارها ولوازمها وذخائرها، وكذلك بيعها أو شراؤها أو حملها أو اقتناؤها أو إصلاحها، وفقا للشروط التي تحددها اللائحة .
- Article 19
The article sets two cases in which a license to import personal firearms, or licenses to sell, buy, or repair them, is cancelled: death or loss of capacity, and loss of one of the license conditions.
تلغى رخصة استيراد الأسلحة النارية الفردية أو رخص بيعها وشرائها أو إصلاحها في الحالات الآتية: أ - وفاة صاحب الرخصة أو فقد أهليته. ب - فقدان شرط من شروط منح الرخصة. وتحدد اللائحة الشروط والإجراءات التي يجب الأخذ بها.
- Article 47
The article punishes anyone proven to have sold or given away inside the Kingdom weapons and ammunition permitted to transit its territory with the penalties for weapons smugglers, according to the type of weapon.
يعاقب كل من يثبت تصرفه في الأسلحة والذخائر المصرح بعبورها أراضي المملكة بالبيع أو الإهداء داخل المملكة بالعقوبات الخاصة بمهربي الأسلحة بحسب نوعها.
- Article 49
The article applies the Weapons and Ammunition Law's penalties, except imprisonment, to institutions, companies, and any other establishment proven to have violated its provisions.
تطبق العقوبات - عدا السجن - الواردة في هذا النظام على المؤسسات أو الشركات أو أي منشأة أخرى يثبت مخالفتها لما ورد به من أحكام.
