Licensing to Carry and Own Weapons in the Saudi Weapons and Ammunition Law
ترخيص حمل واقتناء السلاح — نظام الأسلحة والذخائر
The Minister licenses the purchase, carrying and ownership of individual weapons and hunting weapons. Residents, establishments and companies may be licensed to possess them. This topic covers carrying one weapon and owning more than one, the duration and fees of licenses, the places and times where carrying is prohibited, and traveling with a licensed weapon.

- Article 8
The article gives the Minister of Interior the power to determine the places and times in which carrying a weapon is prohibited, even if the weapon is licensed.
يحدد الوزير الأماكن والأوقات التي يحظر فيها حمل السلاح المرخص بحمله.
- Article 9
The article allows the Minister to license the import, sale, purchase, carrying, acquisition, and repair of personal firearms, hunting weapons, training weapons, and air rifles, with their accessories, in accordance with the Regulations' conditions.
للوزير أن يرخص باستيراد الأسلحة النارية الفردية و أسلحة الصيد و أسلحة التمرين والبنادق الهوائية وقطع غيارها ولوازمها وذخائرها، وكذلك بيعها أو شراؤها أو حملها أو اقتناؤها أو إصلاحها، وفقا للشروط التي تحددها اللائحة .
- Article 10
The article allows the Minister to license certain Saudi institutions and companies to possess personal firearms and ammunition where the nature of their work requires arming some of their personnel.
للوزير الترخيص بحيازة أسلحة وذخائر نارية فردية لبعض المؤسسات والشركات السعودية التي تتطلب طبيعة عملها تسليح بعض منسوبيها، وفق الضوابط والشروط التي تحددها اللائحة.
- Article 11
The article allows the Minister of Interior, for special considerations he sees, to license a person residing in the Kingdom to buy, carry, and acquire a personal firearm.
للوزير -لاعتبارات خاصة يراها- الترخيص بشراء سلاح ناري فردي وحمله واقتنائه لشخص يقيم في المملكة.
- Article 23
The article allows granting a license to acquire more than one personal firearm, in accordance with what the Regulations determine.
يجوز منح رخصة اقتناء لأكثر من سلاح ناري فردي، وفقا لما تحدده اللائحة .
- Article 24
The article bars granting a carrying license for more than one personal firearm, refers the type of that weapon to the Regulations, and allows the Minister in special cases to license carrying more than one weapon.
لا يجوز منح رخصة حمل لأكثر من سلاح ناري فردي واحد، وتحدد اللائحة نوع هذا السلاح. وللوزير في حالات خاصة منح تراخيص بحمل أكثر من سلاح.

The article refers to the schedule attached to the Law the fees for thirteen weapons-related licenses and a permit, and allows the Council of Ministers to amend them based on the Minister's proposal.

- Article 26
The article allows the Minister to authorize someone holding a licensed weapon to travel with it outside the Kingdom, provided the destination country and the countries of transit permit it.
للوزير أن يأذن لمن لديه سلاح مرخص بالسفر به إلى خارج المملكة، إذا أذنت له الدولة التي يقصدها والدول التي يمر بها.
- Article 4
The article prohibits anyone other than the competent government bodies from manufacturing and trading in military weapons or manufacturing personal firearms, and bars importing, selling, carrying, or bringing in weapons except with the Minister's license or permission.
يحظر على غير الجهات الحكومية المختصة ما يأتي: أ - صنع الأسلحة الحربية وذخائرها ومستلزماتها أو قطع غيارها، و استيرادها، أو حيازتها، أو تداولها، أو اقتناؤها، أو إصلاحها. ب - صنع الأسلحة النارية الفردية ومستلزماتها وقطع غيارها وذخائرها، أو إجراء أي تعديل عليها. ج - استيراد الأسلحة النارية الفردية أو أسلحة الصيد وقطع…
- Article 31
The article allows members of the diplomatic and consular corps accredited to the Kingdom to bring in, carry, and acquire ordinary personal weapons by license and on condition of reciprocity, and restricts transferring their ownership.
أ - يجوز لأعضاء السلكين الدبلوماسي والقنصلي المعتمدين لدى المملكة جلب الأسلحة الفردية المعتادة وحملها واقتناؤها وكذلك ذخيرتها، وذلك بعد الحصول على ترخيص أو الحصول على هذه الأسلحة من المحلات المرخص لها بالبيع داخل المملكة بشرط المعاملة بالمثل. ب - يصدر الترخيص المشار إليه في الفقرة ( أ ) من هذه المادة من الجهة المختصة…
- Article 44
The article punishes with a fine of up to SAR 1,000 anyone who carries his licensed weapon in places and at times where carrying weapons is prohibited, and refers the determination of them to the Regulations.
يعاقب بغرامة مالية لا تتجاوز ألف ريال كل من حمل سلاحه المرخص في الأماكن والأوقات التي يحظر فيها حمل السلاح. وتحدد اللائحة الأماكن والأوقات التي يحظر فيها حمل السلاح.
- Article 46
The article punishes with a fine of SAR 100 to 500 for each year of delay anyone who fails to renew an expired carrying or acquisition license, or to report an inherited weapon, within three months.
يعاقب بغرامة مالية لا تقل عن مائة ريال ولا تتجاوز خمسمائة ريال عن كل سنة تأخير: أ - كل من انتهت مدة رخصة حمله للسلاح أو اقتنائه ولم يتقدم بطلب تجديدها خلال ثلاثة أشهر من تاريخ انتهائها. ب - كل من آل إليه بالإرث أو الوصية سلاح ناري مرخص به ولم يبلغ عنه الجهات المختصة خلال ثلاثة أشهر من تاريخ مآله إليه.
