The Center's preparing the comprehensive strategic plan, emergency plans and executive plans for the competent bodies; issuing controls and classifying waste by its danger; regulating contracting between the competent authority and service providers; and assigning some of its services to the private sector.

- Article 9
The article requires the Center to prepare and update the comprehensive strategic plan for waste management and to prepare emergency plans, and requires each competent authority to set executive plans consistent with it.
1- يعد المركز المخطط الاستراتيجي الشامل لإدارة النفايات في المملكة بالتنسيق مع الجهات ذات العلاقة مع تحديثه بحسب الحاجة، ويعد أيضاً خططاً للطوارئ، وفقاً لما تحدده اللائحة. 2- على كل جهة مختصة وضع الخطط التنفيذية لإدارة النفايات المتوافقة مع المخطط الاستراتيجي الشامل لإدارة النفايات الصادر من المركز.
- Article 10
The article tasks the Center with issuing the controls and requirements that the service provider and the waste producer must follow, and with classifying waste according to its hazard and its effect on public health and the environment.
يقوم المركز بالآتي: 1- إصدار الضوابط والمتطلبات الواجب على مقدم الخدمة ومنتج النفاية اتباعها. 2- تصنيف النفايات وفقاً لخطورتها وتأثيراتها في الصحة العامة والبيئة؛ ووضع الأحكام والشروط اللازمة لذلك.
- Article 15
The article makes the Center the regulator of contracting between the competent authority and waste management service providers, and refers the conditions, controls and standards to the Implementing Regulations under the relevant laws.
ينظم المركز التعاقد بين الجهة المختصة ومقدمي خدمات إدارة النفايات. وتحدد اللائحة الشروط والضوابط والمعايير اللازمة لذلك، وفقًا للأنظمة ذات العلاقة.

The article allows the National Center for Waste Management to assign the provision of some of its services to the private sector.
