Article 9 explained in plain English
This article deals with planning for waste management at two levels:
1- The Center level:
- The Center prepares the comprehensive strategic plan for waste management in the Kingdom.
- This is done in coordination with the relevant authorities.
- The plan is updated as needed.
- The Center also prepares emergency plans.
- All of this is as set by the Implementing Regulations.
2- The competent authorities level: each competent authority, which under Article 1 is the government body responsible for waste management operationally under a special legal provision, must set the executive plans for waste management, which must be consistent with the comprehensive strategic plan issued by the Center.
The relationship is hierarchical: the Center sets the general strategic framework, and the competent authorities set their executive plans within that framework.
This article addresses government bodies primarily, but it also matters to investors and service providers, because the plan and the executive plans set the direction of the sector.
Article 10 sets out other tasks of the Center, including issuing the controls and requirements that the service provider and the waste producer must follow, and classifying waste according to its hazard. Article 8 prohibits leaving or throwing waste in places other than those designated for it.
