Article 14 explained in plain English
After the applications are decided under Article 12, this article sets when the permits pass to the Ministry of Foreign Affairs:
- For the Umrah season: before mid-Sha'ban.
- For the Hajj season: before the end of Shawwal.
The Ministry of Human Resources and Social Development sends the permits automatically, in order to complete the statutory procedures for issuing the visa.
These dates connect with the entry dates in Article 16, which allows entry from the fifteenth of Sha'ban for the Umrah season and from the fifth of Shawwal for the Hajj season. The Kingdom's missions then approve the visas under Article 15.
This obligation falls on the Ministry, and the establishment benefits from it in planning the recruitment of workers before the season. Applications whose earlier stages are delayed, such as the endorsement in Article 11 and the review in Article 12, may not meet these dates. Anyone facing a delay may consult a lawyer specializing in recruitment and visa regulations.
