Defining security surveillance cameras and excluding individuals' cameras inside private residential units; the entities and establishments covered, such as commercial complexes, banks, residential buildings, mosques, health and educational facilities and fuel stations; and linking licensing and its renewal to meeting the requirements of the specifications document.

The article prevents the competent government body from licensing those subject to the Law to carry on an activity, or renewing the license, until the camera installation requirements in the conditions document are met.
