Article 1 of the Saudi Security Surveillance Cameras Law

This is the definitions article. It explains the meaning of the words that recur in the Law so that the remaining articles are understood in one sense, unless the context requires otherwise.

• The Ministry and the Minister: mean the Ministry of Interior and the Minister of Interior.
• The Regulations: the Implementing Regulations of the Law, and the Committee: the committee for examining violations of the Law.
• Security surveillance cameras: fixed or mobile devices prepared to capture moving images in accordance with the Law. The important point is that the definition does not include cameras that individuals place inside private housing units and complexes.
• Camera systems and their devices: the systems connected to the cameras for monitoring, storage and analysis of the feed, and the devices include the cameras, servers and storage media.
• Storage media: containers for keeping, transferring and retrieving information, such as hard disks, removable memory and servers.
• Recordings: the moving images captured by the cameras and saved on storage media.
• Operations rooms: the monitoring and control rooms in the Ministry and the Presidency of State Security that are linked to the National Information Center's systems.
• The conditions document: the document of security conditions and requirements for installing the surveillance system and the general technical specifications of the devices.

These definitions are directly linked to Article 2, which lists the bodies and facilities to which the Law applies, such as commercial complexes, banks, residential buildings, mosques, and health and educational facilities, and leaves it to the regulations to set where cameras are placed in a way that respects individuals' privacy.
