Article 20 explained in plain English
This article deals with applying the provisions on violations in three paragraphs:
1- Detecting violations: the employees named by decision of the Chairman, whether from the Authority, other government bodies or the carrier, detect the violations of the Regulation's provisions committed by passengers and third parties, and the violating acts the Authority specifies according to the table of violations and fines approved by the Board. This is without prejudice to the relevant laws.
Not every employee of the carrier therefore has the power to detect violations; only those named by decision of the Chairman.
2- Collecting fines: the Authority may assign the work of collecting fines to the carrier, and may share the revenue from them with it in accordance with the rules on sharing income and the relevant laws.
3- Reporting crimes: the carrier reports to the security authorities immediately upon discovering a crime on the means of transport or in the transport facilities. A crime differs from a violation; a fine alone is not enough for it, and the security authorities are informed of it at once.
Article 19 gives the Authority the power to impose a fine not exceeding five hundred riyals on violating passengers and third parties according to the classification table. Article 21 concerns publishing the Regulation and its entry into force.
Anyone against whom a violation was recorded or who is accused of a crime on a means of transport would be well advised to consult a lawyer specializing in administrative cases or criminal cases, as the case may be.
Practical example
An employee at a metro station in Riyadh discovered that a passenger had stolen another passenger's bag. This is a crime, not merely a violation, so the carrier must report it to the security authorities immediately. But if someone rode without paying the fare, the violation is detected by the employee named by decision of the Chairman, according to the classification table.
