Article 19 explained in plain English
This article sets the financial penalty for violations by passengers and others.
Who imposes the fine? The Authority, that is, the Transport General Authority.
On whom?
- Passengers: customers who contract with the carrier to obtain the service.
- Third parties: under Article 1, anyone who visits the transport facilities or the means of transport who is not a passenger or an employee, such as station visitors.
For what? Violating the provisions of the Regulation and the violating acts the Authority specifies.
The amount of the fine: not more than SAR 500. This is a maximum, and the actual fine for each violation is set by the table of violations and fines approved by the Board. To learn the fine for a particular violation, one therefore consults the table, not the article.
The article does not impose the fine on the carrier; it addresses passengers and third parties only.
Article 18 provides that compensation, except in matters of injury or death, follows a policy the Authority sets. Article 20 regulates detecting these violations through employees named by decision of the Chairman, and allows the Authority to assign the collection of fines to the carrier.
Anyone fined who wants to know how to object would be well advised to consult a lawyer specializing in administrative cases.
Practical example
A person smoked inside the train station in Dammam in violation of what the Authority specifies. As a "third party" visiting the transport facilities, the person may be fined by the Authority up to SAR 500 according to the table of violations and fines approved by the Board.
