Organizing the town under the planning scheme: licensing construction, cleanliness, parks, public health, monitoring food, prices, scales, slaughterhouses and markets, licensing trades and public shops, demolishing dilapidated buildings, expropriation for the public benefit, cemeteries, and removing encroachment. Village services are organized by Council of Ministers regulation.
