تنعقد اللجنة بحضور جميع أعضائها، وذلك بدعوة من رئيسها كلما دعت الحاجة إلى ذلك، وتصدر قراراتها بأغلبية أصوات الأعضاء، على أن يكون من بينهم الرئيس، ويكون صوته مرجحًا عند التساوي، وإذا تعذر صدور القرار على هذا النحو تحال القضية إلى ديوان المظالم للنظر فيها.

Article 30 explained in plain English

Quorum: all of its members must attend, so it cannot meet if any member is absent.
Call to meet: on the call of its chair whenever need arises.
Issuing a decision: by majority of the members' votes, provided the chair is among them. That is, the chair must be within the majority voting for the decision.
In a tie: the chair's vote prevails.
If no decision can be reached: if a decision cannot be issued in this way, the case is referred to the Board of Grievances.

Note that these conditions are stricter than an ordinary majority, since they require full attendance and require the chair to be within the majority. If they are not met, the case is not left pending; it is referred to the Board of Grievances.

This article follows Article 29, which sets the term of membership at three years, renewable, and provides for appointing a replacement for a member who cannot continue. It is followed by Article 31, which provides that a member of the Bureau of Investigation and Public Prosecution represents the prosecution before the committee.
