Article 29 of the Saudi Fertility Units Law

This article regulates the term of membership in the violations committee created by Article 28, and how a vacant seat is filled:

• Term of membership: three years.
• Renewal: the term is renewable, and the text does not set a number of renewals.
• Inability to continue: if any member is unable to continue for any reason, a replacement is appointed.
• How the appointment is made: in the same way as the original member was appointed.

The meaning of "the same way" is clear from Article 28, which gives each member a body that names them: the chair judge is named by the Minister of Justice, the faculty member by the Minister of Higher Education, and the consultants and legal adviser by the Minister. If the judge cannot continue, for example, the Minister of Justice names a replacement judge of a rank no lower than Judge (A).

The article does not say whether the replacement completes the remaining term or starts a new one.

It is followed by Article 30, which requires all members of the committee to be present for it to meet. Its decisions are issued by majority vote, provided the chair is among the majority, and the chair's vote prevails in a tie; if a decision cannot be reached in this way, the case is referred to the Board of Grievances. Appointing a replacement promptly therefore has practical importance, because the absence of any member prevents the committee from meeting.
