Competition and Structuring the Electricity Sector in the Saudi Electricity Law
المنافسة وهيكلة قطاع الكهرباء — نظام الكهرباء
Agreements are registered with the Authority, and anything obstructing competition is void. Restrictions apply to a dominant firm. The Authority approves mergers or purchase of five percent of another licensee's shares. Also restructuring the sector and moving to an electricity market, investor protection, nondiscriminatory network use, and the grid code.

The article lets any licensee, when needed, use or connect to another licensee's transmission or distribution system for a charge and without discrimination, and requires the network owner to issue the network code when the Authority asks.
