Article 14 explained in plain English
This Article defines the role of the Executive Board in the Consumer Protection Association.
General competence: the Board manages the Association's affairs to achieve its objectives set out in the Statute.
Competence specifically stated: preparing the following regulations:
- The internal regulations.
- The financial regulations.
- The administrative regulations.
- The nomination and election regulations.
The Board prepares these regulations in preparation for their approval, so they do not take effect merely by being prepared. They are approved by the person the Prime Minister appoints under paragraph (2) of Article 13. That paragraph provides that the person the Prime Minister appoints by order chooses one third of the Board members from among the working members, and one third of the alternate members.
Amendment: under Council of Ministers Resolution No. 226 dated 18/4/1438 AH, the phrase "by the person the Prime Minister appoints under paragraph (2) of Article 13" replaced the phrase "by the Minister of Commerce and Industry"; so approval of the regulations passed to the person the Prime Minister appoints, having previously rested with the Minister of Commerce and Industry.
The phrase "in particular" means that preparing the regulations is a prominent example of the Board's competence, not an exhaustive list; the general competence is managing the Association's affairs.
