Article 5 of the Saudi Voluntary Service Law

This article sets the rules for meetings of the National Committee for Voluntary Service and how it takes its decisions:

• Number of meetings: at least twice a year, on the invitation of the Committee's chairman.
• Quorum: a meeting is valid only with the attendance of more than half the members, provided that they include the chairman or his deputy. If most members attended without the chairman and his deputy, the meeting would not be valid.
• Issuing decisions: by a majority of the votes of the members present, not a majority of all the members.
• A tie: the side that the chair of the meeting voted with prevails, who may be the chairman or his deputy depending on who chairs the meeting.
• Emergency meetings: the Committee may hold them if its chairman asks, or at least three of its members.

These rules complement Article 4, which governs choosing the vice chairman from the representatives of government bodies, and allows the Committee to invite whom it sees fit to attend its meetings without the right to vote. Invitees are therefore not counted in the quorum or in the votes, because they are not members.

Article 6 follows, setting the Committee's responsibilities, such as coordinating between beneficiary bodies and relevant bodies and preparing an annual report on voluntary work; the Committee carries out these tasks through these meetings. The article is an internal organizational matter and does not create direct obligations on volunteers.
