Article 7 explained in plain English
This article regulates the stages of preparing and approving the Saudi standard, and contains four provisions:
1. Responsibility for preparation: the Authority prepares the standard and the related document, under the procedures set by the regulations.
2. Technical teams:
- The Authority forms technical teams to prepare the standard and the related document.
- These teams are bound by the requirements of the Authority's copyright policy.
- The regulations set the working procedures of the technical teams and their financial rewards.
3. Approval, adoption and publication: the standard and the related document are approved and adopted by decision of the Authority's board of directors or its delegate, and are published to the public by the means the Authority sees fit.
4. Date of approval: the standard and the related document are considered approved from the date set by the Board or its delegate, not necessarily from the date the decision is issued.
The difference between "approval" and "adoption", as Article 1 explains, is that adoption starts with a request to adopt an international, regional or national standard or a related document and ends with adopting and publishing it, whereas approval starts with preparing or adopting a standard and ends with approving and publishing it as a Saudi standard.
This article is consistent with the Authority's tasks in Article 6, including preparing the standard and the related document. Article 8 then requires the Authority to notify the relevant bodies of the procedures for preparation, approval and release to the public. Someone who wants to know the effective date of a standard concerning his products should refer to the decision that set its date of approval, and may consult a lawyer who specializes in commercial cases.
