يحدد الحد الأدنى الأساسي لاحتساب المعاش بقرار من مجلس الوزراء، بناءً على اقتراح من الوزارة بالاتفاق مع وزارة المالية، ووزارة الاقتصاد والتخطيط؛ بما يضمن تغطية الاحتياجات الأساسية.
