Article 1 explained in plain English
This is the definitions article, and the meanings apply wherever the terms appear in the Regulation unless the context requires otherwise. The most important are:
- The Authority: the Transport General Authority; the Board: its board of directors; and the Chairman: its chairman.
- Public transport: regular passenger transport available to the public for a fee by a means of transport inside the cities of the Kingdom, between them and to other countries, excluding air transport.
- Public transport activities: land transport by buses or others the Authority specifies; rail transport inside cities such as trams and metros, or between cities and on international lines by trains; and maritime transport inside territorial waters or from them to other countries by water buses, ferries and passenger ships.
- The carrier: the person licensed by the Authority to carry on public transport activities and provide the service.
- The passenger: a customer contracted with the carrier to obtain the service.
- A third party: a person who uses transport facilities or the means of transport other than passengers or employees.
- Transport facilities: the establishments and systems needed to provide the service, including arrival and departure stations.
- A person with a disability: a person with a long-term impairment in physical, mental, intellectual, sensory or psychological functions that may prevent him from participating fully in society. A person with limited mobility: a person without a disability who has an injury or condition that prevents him from walking without assistance.
- A service animal: a pet specially trained to accompany and serve persons with disabilities, such as guiding persons with hearing and visual disabilities.
- Mobility equipment: such as wheelchairs, walking aids and crutches.
One of the most important consequences of the definitions is that the Regulation does not cover air transport, and that its rights relate to regular transport available to the public for a fee. The substantive provisions begin with Article 2, which requires the service to be provided to anyone who requests it without discrimination.
