Article 16 of the Saudi Public Prosecution Members Regulation

Article 16 makes the transfer, secondment and loan of members of the Authority a decision of the Authority's Council, for one year renewable for another, with an exceptional secondment by the Supervisor of up to three months.

Article 16 explained in plain English
Article 16 regulates the movement of members of the Authority between workplaces, and contains:
- The instrument: transfer of members of the Authority within its scope, or their secondment, or their loan, is by decision of the Authority's Council.
- Period of secondment or loan: one year, renewable for another year.
- The exception: the Supervisor may, in exceptional cases, second a member of the Authority within its scope or outside it for a period not exceeding three months in one year.
The difference between the rule and the exception is clear: the rule is that the decision is issued by the Authority's Council, and the exception is that the Supervisor seconds a member for a short period not exceeding three months in the year. The Article does not define exceptional cases.
The Article is linked to the fourth paragraph of Article 15, which requires the member to carry out the duties of the post promoted to at its seat, and makes the appointment or promotion effective only by carrying out its duties after the royal order is issued, unless the Authority's Council sees fit to second the member or loan him to another place.
