Article 14 explained in plain English
Article 14 regulates the probation period and the appointment allowance, in three paragraphs:
- Probation of an investigation lieutenant: it lasts two years from the date he starts work after the Authority's Council issues a decision appointing him. If during it he is considered unsuitable to carry out the Authority's work, the Authority's Council issues a decision to dispense with him.
- Probation of others initially appointed: subject to the first paragraph, a member of the Authority initially appointed is on probation for one year, even if he has prior service. If his suitability is not established during this period, his service ends by royal order.
- The appointment allowance: a member of the Authority appointed for the first time is granted an allowance equal to three months' salary.
Note the difference between the first and second paragraphs in the period (two years against one year) and in the instrument ending service (a decision of the Authority's Council for the lieutenant, and a royal order for others). Prior service also does not exempt from probation under the second paragraph.
This Article comes after Article 13, which explains comparable work, and is followed by Article 15, which sets the rules for promotion by seniority and efficiency. Anyone who has been the subject of a decision to dispense with him or end his service during probation may consider consulting a lawyer specializing in administrative cases (the Board of Grievances).
Practical example
Hind was appointed an investigation lieutenant and started work after the Authority's Council issued its decision appointing her. She remains on probation for two years from the date she started, and as a first-time appointee she is entitled to an allowance equal to three months' salary.
