Article 106 explained in plain English
This article regulates the transport of a seconded officer, and contains a rule and an exception:
The rule: the necessary means of transport are provided for the seconded officer round trip, that is, there and back, according to the classes referred to in Article 47. Article 47 makes the class:
- first if the officer's rank is major and above.
- tourist if his rank is captain and below.
The exception: if the officer is seconded with an official delegation, he is transported first class whatever his rank.
The practical meaning is that a seconded lieutenant or captain would usually travel tourist class, but if he is part of an official delegation he travels first class like the other members of the delegation, so the rank rule does not apply to him in this case.
Note that the article speaks of the transport of the seconded officer himself, and does not address transporting his family. The article also does not define what an official delegation means.
An officer with a dispute over his travel class on secondment may consult a lawyer specializing in administrative cases and military service matters.
Practical example
First Lieutenant Omar was seconded as part of an official delegation representing the armed forces at a conference abroad. Although his rank would usually require tourist class, he is transported first class because he is seconded with an official delegation.
