Time Limit for Issuing a Municipal License in the Saudi Municipal Licensing Law

A municipal license is issued within ten working days of application once procedures are complete; refusal must be written and reasoned; preliminary approval cannot be withdrawn except for unmet obligations; the competent body's preliminary approval within ten working days; final license after a valid municipal license; and Civil Defense approval within ten working days.

The article requires the Ministry to issue the municipal license within 10 working days once its procedures are complete, to give any refusal in writing with reasons, and to issue preliminary approval where the applicant has obligations to carry out.

- Article 12
The competent government authority must issue preliminary approval to the applicant within 10 working days if the legal conditions are met, with the final license issued after a valid municipal license is obtained.
تصدر الجهة الحكومية المختصة موافقة مبدئية لطالب الترخيص إذا توافرت الشروط المقررة نظاماً، وذلك خلال مدة لا تتجاوز عشرة أيام عمل من تاريخ تقديم الطلب، على أن يكون إصدار الترخيص النهائي بعد الحصول على ترخيص بلدي ساري المفعول.

The article requires the competent authority and the Ministry to unify municipal license conditions and periods and define their roles, and bars a municipal license before Civil Defense approval, which is decided within 10 working days.
