Committees in Amanahs and municipalities, formed by the Minister's decision, hear grievances over refusing, suspending, not renewing, amending or canceling a municipal license, municipal fines and penalties, and complaints of harm from licensed use; grievances against their decisions go to the Administrative Court within sixty days of notice.
