Article 10 explained in plain English
This article states the tasks of the Human Resources Development Fund in applying the Regulation, without prejudice to the competences of the National Development Fund:
- Preparing the executive decisions needed for approval by the Fund's board of directors.
- Coordinating with government and private entities to facilitate submitting applications, paying the allowance and supporting beneficiaries.
- Creating and operating the electronic platform, communicating through it or by any means it specifies with the applicant, qualified person and beneficiary, and setting the procedures for submitting the application as the implementing rules provide.
- Receiving applications, studying them and accepting or refusing them, with the right to obtain the applicant's information from government or private entities.
- Following up beneficiaries and verifying that the eligibility conditions continue, and issuing decisions to stop, suspend, reduce or deduct, with the right to obtain the necessary information.
- Implementing programs, courses and workshops for qualification and skills development, directly or through a delegate, including e-training and on-the-job training as the implementing rules provide.
- Paying the allowance to beneficiaries.
- Receiving grievances from the applicant, qualified person or beneficiary, studying them and deciding them.
- Seeking the help of government and private entities as it sees fit.
The most important for the job seeker in practice is paragraph (8): a grievance against the Fund's decisions, such as refusing the application or stopping or reducing the allowance, is submitted first to the Fund itself, and a person whose grievance is refused goes to the competent administrative court under Article 11. Paragraphs (4) and (5) also explain how the Fund verifies data, which is linked to the penalties of Article 9.
